Resettlement

Jaffna Killinochchi Water Supply & Sanitation project is one of the national projects of National Water Supply & Drainage Board to supply safe drinking water for the people of the Jaffna & Kilinochchi District under financial assistance from the Asian Development Bank (ADB) and Agence Francaise de Development (AFD). The Project covers 23 lands to construct towers and one treatment plant at Palai. NWSDB arranged to obtain the land under long lease or by purchasing. NWSDB is responsible for carrying out all land acquisition activities and lands are acquired according to the “National Involuntary Resettlement policy” and ADB’s policy on “Involuntary Resettlement”.

A resettlement plan was prepared for the acquisition of a 0.3 hectare privately owned land plot affecting one household. The project is category C for indigenous peoples. The population in the project area is largely homogeneous (Tamil) and the socioeconomic survey  and consultations show that no distinctive and separate indigenous peoples live in the project area.

The cost related to land acquisition and resettlement will be born by Ministry of Water Supply & Drainage through National Water Supply & Drainage Board. MWSD through NWSDB will ensure that adequate funds are made available in a timely manner for resettlement planning purposes.

The NPCC will discuss land acquisition or resettlement issues if/when there is a delay in such activities in order to expedite the process.
